China Zhong An Peace Zhanghe River Treatment and Development Project Coordination Meeting Held in Henan hand Hebei Province
Recently, the coordination meeting of China Zhong An Peace Zhanghe River Ecological Management and Cultural Tourism Development Project (hereinafter referred to as the “China Zhong An Zhanghe Project”) was held in Anyang City, Henan Province and Zhanghe Economic Development Zone, Hebei Province.

The meeting discussed the progress and follow-up work of China Zhong An Zhanghe project, and reached a consensus on the content design and progress coordination of the project. All parties agreed to work together, break through geographical restrictions, plan scientifically, introduce advanced concepts and technologies, and combine the local realities to make the China Zhong An Zhanghe project a model project of the similar cultural and tourism projects in low-carbon, ecological, economic benefit and sustainable development in China.
China Zhong An Zhanghe Project is a representative of “one zone” of the sustainable development demonstration zone in the planning of “one city, one town, one zone”. The project was started in the beginning of 2014. The project site selection, demonstration, and design has been completed during the four years, approved and supported by the water department, Henan and Hebei government.

At the beginning of 2014, at the invitation of the People's Government of Anyang County, Beijing He Zheng Lan Meng Investment Co., Ltd., the predecessor of China Zhong An Peace Holding Co., Ltd., sent a delegation to Anyang County to conduct project inspections and signed the “Cooperation Framework Agreement for the Ecological Management Project of the Zhanghe River (Anyang County Section)” with the People’s Government of Anyang County in July after site inspection and investigation, which clarified relevant matters. The project referred to the “Notice on Printing and Distributing the Outline of the Eco-Cultural Tourism Industry Belt of the Middle Route of the South-to-North Water Diversion Project” on October 20, 2012, (South-to-North Water Diversion Office [2012] No. 248) approved by the Office of the South-to-North Water Diversion Project Construction Committee of the State Council, the Ministry of Culture and the National Tourism Administration, which clearly stated: "The South-to-North Water Diversion Project is the largest water diversion project in the world and is a landmark large-scale artificial water conservancy building in the history of the development of the Chinese nation."
China Zhong An Peace Zhanghe Project is located in the central island of the Zhanghe River in the north of Anfeng Township, Anyang County. The project is located in the Zhanghe River central island, in the north of Anfeng Township, Anyang County, which is located in the lower stream of Yuecheng Reservoir and the project node crossing Zhanghe River in South-to-North Water Diversion Project westward to the north of Gaoxue Village, and the west is Taihang Mountain bordered on Shanxi, and the east is endless North China Plain. The project is adjacent to eight cities including Handan, Xingtai, Shijiazhuang, Changzhi, Puyang, Xinxiang, Hebi and Zhengzhou. It has a land area of 51,400 square kilometers, a population of 41.8 million, a national economic output of 4.2 trillion, and transportation facilities such as airports and high-speed railway stations. The cities are ranging from 68-188 kilometers to the scenic area of the Zhanghe River. The regional folk customs are simple, the tourist sources are rich, and there are many well-known specialties and many cultural resources such as the Yinxu Museum and Cao Cao Mausoleum. The tourism economy has broad prospects for development.
Location of China Zhong An Zhanghe Project
Zhanghe River is a tributary of the South Canal of the Haihe River system in North China. It is known as the “Little Yellow River”. The Zhanghe River flows through the 21 counties of the 3 provinces, 4 cities, which is 412 kilometers long, and has a long history and deep culture deposit. It also has a long water conservation history, Ximen Bao drilled the 12 channels of the canal in year 422 BC, Cao Cao organized the repair of 12 canals of the Zhanghe River in the year 204 AD, and Large-scale water conservancy projects have been completed in the modern times, such as Zhangze Reservoir, Yuecheng Reservoir, Hongqi Canal, Yuejin Canal, and Zhangnan Irrigation Canal, Zhangnan Canal, Zhangbei Canal and Yuefeng Canal.
The climate of the project area is typical warm temperate humid continental monsoon climate, which has mild climate, four distinct seasons, abundant sunshine, and moderate rainfall. Its spring is warm, summer is hot and rainy, autumn is cool, and winter is cold and dry. Its average annual temperature is 12.7-13.7℃, the extreme maximum temperature is 43.2℃, the extreme minimum temperature is -21.7℃, and the annual average annual rainfall is 606.1 mm. It is 7km away from Yuecheng Reservoir, 13km away from Anyang City, 5km from 107 National Highway, and has a planned area of 2.42 square kilometers. It is a multi-functional water tourism project that displays water culture and tourism and undertakes the connection function of the east and west.

China Zhong An Zhanghe project includes two parts: Zhanghe river channel ecological management and cultural tourism resource development.
After sufficient preparatory work in the early stage, the project is gradually entering implementation stage. The starting point of river ecological management project is the old bridge pier of Zhanghe River Waste Railway in the north of Xigaoxue, which is about 7 km downstream of the Yuecheng Reservoir. The end point is 500 meters upstream of the inverted siphon crossing Zhanghe River. The length of the river regulation is 5.54 kilometers and the river width is about 1 km. This section is a wandering river without embankment. Once a flood occurs, it will cause serious damage to people's lives and property, so the ecological environment control of the river is urgent. In addition, based on the “Outline of the Eco-Cultural Tourism Industry Belt of the Middle Route of the South-to-North Water Diversion Project” and the “Planning of the Zhanghe River”, the project take advantage of the rich water resources of Zhanghe River area, to make up for the lack of comprehensive water tourism projects in the Central Plains, and to develop special tourism projects, including deep water, shallow water sports area, etc. The Deep water Sports Zone project includes a frogman club that is more than 40 meters deep. The shallow water sports area includes water rafting, water curtain movies, music fountains and water amusement parks for children and adults. The project also includes the development of other ecological resources. The park will be built into a zero-carbon park from the aspects of building planning, sewage treatment and garbage disposal, providing visitors with a natural oxygen bar that is pleasant, relaxing, and close to nature.

Liu Jixian, secretary of the CPC Anyang Yindu District Committee, Ma Wei, the deputy head of the district government, Yang Kaiya, the executive deputy director of the Hebei Zhanghe Economic Development Zone Administrative Committee and other related heads of the department attended the meeting.
