The First “China Zhong An Peace Secure City Symposium” was Held in Xiongan New Area

In order to implement the “Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting Urban Security Development”, and explore the overall solution for China's urban security development, including the Xiongan New Area, China Zhong An Peace Holding Co., Ltd. (hereinafter referred to as “China Zhong An Peace Holding”) hosted the first “China Zhong An Peace Secure City Symposium” in Xiongan New Area on November 19.   

At the meeting, Xu Qinghua, former Chief Engineer and Director of the International Department of the Ministry of Environmental Protection, and Deputy Secretary General of the China Council for International Cooperation on Environment and Development, Tan Kaijia, former Deputy Director and Professor of the Department of Logistics and Equipment, National Defense University, Zhang Youchun, Chief Scientist of Information Security of the National Development and Reform Commission, and Deputy Director of Security and Anti-Terrorism Committee of China Zhong An Peace, Yang Feng, Researcher of the Academy of Military Sciences, Tan Peisi, Vice-President of European-Chinese Association for Advancement of Environmental Development, Yang Quanxi, Former Director of the Law Enforcement Bureau of the Department of Housing and Urban-Rural Development. Hebei, Zhang Yang, Chairman of China Zhong An Peace Holding, Li Yuying and Bai Xue, Board Director of China Zhong An Peace Holding, Cheng Jinli, Member of the Standing Committee of the Cross-border Cooperation Committee of China Zhong An Peace Holding, and Zhao Guoxin, Representative of Member of the China Zhong An Peace Security Industry Alliance, Director of the Department of Automation, Beijing Institute of Petrochemical Technology, and Yang Guowen, Chairman of Transcend Communication Beijing Co., Ltd., attended the meeting.

At the meeting, Zhang Yang said that the content of the “Overall National Security Outlook” in the context of globalization in the new era should include traditional security and non-traditional security guided by General Secretary Xi Jinping's “Overall National Security Outlook”, such as ecological security and information security, energy security, etc. At present, there was still a lack of a comprehensive solution for a secure city. We needed to conduct a comprehensive analysis of the weak links or hidden dangers of urban security development, and took into account all the security factors to provide a design plan and formulate an overall response.

Zhang Yang indicated that since its establishment, China Zhong An Peace Holding has been actively exploring and coordinating the overall solution for security and development, built and operated an integrated security and development industrial system. Currently, it was preparing to establish a security city research group and is planning to launch an “International Security City Symposium”. Hope to integrate experts and scholars from relevant industries and representatives of relevant enterprises to form a security city consortium. In accordance with the principle of combining government, production and learning, we would coordinate implementation and common development with a view to providing a total solution for promoting urban security development.

Xu Qinghua said that ecological environment security was an important part of building a secure city. The security of urban ecological environment was affected by two major factors. On the one hand, it was a natural factor. The analysis and prevention of insecure factors in the ecological environment should be carried out in the planning and design stage of the city. On the other hand, it was human factor. We should fully consider the balance of human development and nature carrying capacity. Taking the smog event in London as an example, the exhaust gas emitted from the factory production and the residents' coal-fired heating was difficult to spread and accumulates over the city, causing serious environmental pollution. More than 4,000 people were killed in the first month.

Zhang Youchun spoke on the topic of “Inquiry on the Overall Solution of Secure City”. He stated that the overall solution for a secure city should follow the concept of “three lives and one security” (production, life, ecology and security), and expounded the secure city system from the eight subsystems such as “perception detection subsystem”, “emergency response subsystem”, “big data analysis and command subsystem” and so on.

Bai Xue spoke on the topic of “An important guarantee for urban energy security – the application and development of passive house”. He said that the total energy consumption of buildings was the largest sector of social energy consumption, which was related to urban energy security and needed to actively promote building energy conservation and new energy applications. Passive house was the most advanced building energy-saving technology in the world. The “passive house life cycle quality management system” advocated by China Zhong An Peace Holding had positive practical significance.

In addition, Tan Peisi, Vice-President of European-Chinese Association for Advancement of Environmental Development, introduced the combination of security and development cited the example of the world's number one livable city, Vienna. Zhao Guoxin, Director and Professor of the Department of Automation, Beijing Institute of Petrochemical Technology, Professor Tan Kaijia, Former Deputy Director and Professor of the Department of Logistics and Equipment of the National Defense University, and Yang Guowen, Chairman of Transcend Communication Beijing Co., Ltd., also gave a wonderful speech on the secure city. It is reported that China Zhong An Peace Holding established Hebei Xiongan Branch and China Zhong An Peace Xiongan Technology Co., Ltd. in Xiongan New Area, and held an opening ceremony for the two companies during the symposium, announcing that China Zhong An Peace Holding officially entered Xiongan, assisting the construction of “Security Xiongan and Green Xiongan” in Xiongan New Area.
